Many cameras and smartphones are capable of capturing stunning panoramic photos, with their wide field of views and expansive scenes, but few, if any, can claim to capture panoramic videos. The Kogeto Dot ($79 direct) is a truly unique gadget that turns your iPhone 4 or 4S into a 360-degree panoramic camcorder. The Dot is elegantly designed, and the videos are fun, interactive, and immersive for anyone viewing, even if the quality of the video leaves something to be desired.
Design and Use
The Kogeto Dot is a simple, lightweight accessory that easily snaps on and off your iPhone. However, you will have to remove any case you have protecting your iPhone, leaving it vulnerable to bumps and drops. The main component is the lens, which measures roughly an inch in height and 1.25 inches in diameter. It positions itself over the camera on the back of the iPhone, and employs an extremely thin plastic mount to stay securely in place. The whole effect is quite elegant, though the protrusion makes it a bit odd to keep in your pocket.
Once in place, you'll need to download Kogeto's Looker app, which is available for free in the Apple App Store. Start the app, calibrate the lens position (simply drag a marker to the right position) and you're ready to shoot 360-degree video, which Kogeto calls dotspots.
When Kogeto says "shoot 360-degree panoramic video from the palm of your hand," they really mean it. To get the best video, you have to hold your iPhone somewhat awkwardly, with the screen facing down in the palm of your hand. You can also grip the phone on the sides with your fingers, but in my tests, it was difficult to keep my fingertips out of the shot. The Dot provides pretty much no protection, making its screen-down use a bit precarious.

Performance and Conclusions
The Looker app limits you to 8 minutes of video, but this never proved too short for my uses, and fits the novel purpose of the Dot. The quality, on the other hand, is pretty poor, with warped, pixelated video. The distortion is to be expected with such an odd lens, but the pixelation really detracted from the video.
Even so, watching the results is the best part. The videos don't show all 360-degrees at once; instead, you swipe back and forth to choose what you're seeing at any given moment. In other words, you have complete control of what you're looking at, in real-time, within the video as it plays. The effect is quite immersive, making for a great way to give virtual tours, or capture crowds and performers at a concert, to give just a few examples. Once you've recorded some dotspots, you can share them directly to Twitter, Facebook, and Kogeto's own website, making it fun and easy to share your videos with friends. Looker also has some basic video trimming and flipping options, for polishing your video a bit before sharing.
There really aren't a lot of options out there for 360-degree, interactive videos. Complicated cameras with multiple lens arrays can achieve a similar effect, but none are as simple and easy to use as the Dot. In terms of apps and iPhone accessories with similar functionality, outside of a few Kickstarter projects, the Dot stands alone. At $79, the Kogeto Dot is not cheap. But if you can deal with the grainy video quality, the end result is a truly unique, fun, and interactive way to capture any moment with your iPhone 4 or 4S.

KABUL, Afghanistan (AP) ? NATO said Thursday it is on track to fully hand over responsibility for securing Afghanistan to local forces by the end of 2014 as scheduled.
NATO Secretary-General Anders Fogh Rasmussen also said Afghan troops would be ready to take the lead role around the country by mid-2013, allowing international combat forces to move into a support and training role.
"We will stick to the road map and we will gradually hand over by 2014," Rasmussen told Afghan special forces during a visit to their main training base outside Kabul. He also met President Hamid Karzai.
The security transition began last year, when NATO handed over responsibility for areas that are home to half the nation's population ? with coalition forces in those regions now in a support role. The handover took place in two stages and a third tranche is expected before a NATO summit in Chicago in late May. Another three phases are planned over the coming year.
"Thanks to the courage and commitment of the Afghan forces we will reach out common goal of a secure Afghanistan," Rasmussen said. "What I have seen makes me confident that we will fulfill our goal of handing over responsibility to the Afghan national security forces."
Afghan security forces now number about 330,000 and are to increase to 352,000 by the end of the year. They are expected to take over much of the fighting as the U.S. draws down an additional 23,000 troops to 68,000 by the end of September. U.S. troop levels reached a high of about 100,000 last year.
There are about 8,500 trained Afghan commandos in nine battalions and 500 special operations troops.
Afghan commando units and special forces are expected to play a key role in fighting the Taliban in areas where American and other foreign troops are thinning their presence as part of a drawdown and a realignment of forces. They include parts of the restive east along the Afghan border with Pakistan's lawless tribal areas.
Rasmussen said the Afghan special forces are "some of the best in the world" and "the backbone of our strategy for handing over the lead responsibility to the Afghan national security forces."
The United States has already given Afghans authority over special operations that involve raids of Afghan homes. The two countries last week signed an agreement giving NATO troops only a support role in the raids. The majority of these raids are nighttime operations in which U.S. and Afghan troops descend without warning on homes or residential compounds searching for insurgents.
The raids are widely resented by Afghans, and Karzai had repeatedly called for the halt to all night raids by international forces, saying they would have to stop before he would sign a much-anticipated pact governing the long-term U.S. presence in Afghanistan beyond 2014.
The agreement on special forces raids was a key step toward finalizing a long-term "strategic partnership" to govern the future U.S. presence in Afghanistan. That partnership document is expected to be signed by President Barack Obama and Karzai ahead of the Chicago summit. It will be broad-ranging to include economic assistance and development issues, and will pave the way for a more detailed agreement on the status of U.S. military forces in Afghanistan after 2014.
Afghan special forces are among the most active units in the country's military. More than 97 percent of night operations are combined, involving Afghan special forces and almost 40 percent of night operations are now Afghan-led.
Rasmussen said that the international community was committed to training and funding Afghan forces past 2014, but he did not expect that it would be at current levels. It costs more than $7 billion a year to fund the operation of Afghan forces, and the United States alone in the past two years spent more than $22 billion to train and equip them.
"We are now discussing the long-term size and no decision has been made," Rasmussen said. He said that a "number of 230,000" had been mention at a cost of just over $4 billion.

Apple is actively investigating claims of poor Wi-Fi performance on the new iPad, says an internal document published by 9to5Mac. in Apple?s support forums, a thread about the Wi-Fi problem has garnered 700 responses from users claiming to have experienced the issue. Media reports about the problem surfaced soon after the new iPad became available.The document reads, in part, ?In the U.S., contact centers and retail stores should capture iPad (3rd generation) Wi-Fi only devices if they exhibit any issue related to Wi-Fi. Symptoms can include, but are not limited to: intermittent connectivity, slow Wi-Fi speeds, and Wi-Fi network not seen.? Captured devices are affected units that are collected by Apple as customer returns/exchanges. They are sent to Apple?s labs for testing. Apple instructed its AppleCare employees to verify that the problem is hardware-related?rather than software-related?before accepting returns and sending the units in for evaluation. Employees were told to collect the iPad, cable, and charging adapter, and return them all to Apple. [ is the iPad poised to challenge Wintel in the enterprise? Apple hasn?t offered any explanations, but 9to5Mac posits that the LTE version offers more power to the radios. the LTE versions also have less metal obstructing the radios from finding nearby Wi-Fi networks, thanks to the black plastic casing near the top edge.

In addition to the Wi-Fi glitch, Consumer Reports pointed out that the new iPad also gets much warmer than the original iPad and iPad 2. Apple says the new iPad operates within accepted thermal boundaries. After a month, my device has yet to warm up at all, even after hours of use. The new iPad has also been called out for odd charging behavior. Some owners have reported that the device wouldn?t charge when plugged in, or it would charge for hours after the battery indicator said the battery was fully charged. Apple later explained that all iOS devices fully charge the battery, then discharge a little and recharge it while it is plugged in.iPhones, iPads, and Android devices are opening a new gateway for malware that old security tools can?t completely close. PARIS (AP) ? Stock markets rallied Wednesday, recouping some of their losses from a day earlier, when fears grew that the U.S. economy was slowing and Europe's debt crisis returning.
The yield, or interest rate, on Spain's benchmark 10-year bond fell back after pushing 6 percent on Tuesday. Analysts warned, however, that the market recovery was uncertain and that the underlying worries remain.
"Markets have eked out modest gains this morning, but sentiment still feels quite fragile in the wake of yesterday's heavy falls," said Ben Critchley, a sales trader at IG Index. "It seems that the weaker jobs report from the U.S. on Friday is being used as the catalyst for a general sell-off, as concerns about the eurozone combine with worries about a weaker U.S. economy."
After several weeks of respite from Europe's debt crisis, the yields on Spanish and Italian bonds have started climbing again recently, indicating that investors aren't convinced they can reduce their debt loads and so are becoming leery of lending to them.
Rising bond yields are at the heart of the continent's crisis since they reflect how expensive it is for countries to borrow money; high borrowing costs have forced three countries ? Greece, Ireland and Portugal ? to seek rescue loans when they could no longer afford to fund themselves.
Analysts warn, however, that rising Spanish and Italian yields are not just more of the same.
"The unfortunate reality here is that Spain is very different to those that have already been bailed out; it's arguably too big to bail," said David White, a trader at Spreadex. "And should the provisions made by the Spanish government, the IMF and the ECB not be enough to either reassure the market or help roll over their debt if required, the volatility seen so far this month is likely to continue."
That volatility was on display Wednesday when European shares surged after the three major indexes all lost more than 2 percent on Tuesday.
In France, the CAC-40 rose 0.6 percent to 3,237 while Britain's FTSE gained 0.7 percent to 5,634. Germany's DAX jumped 1 percent at 6,674.
The euro was also climbing, rising 0.3 percent to $1.3116.
Wall Street opened higher, with the Dow gaining 0.9 percent to 12,830 and the S&P 500 0.9 percent 1,371.
Compounding concerns about a faltering recovery in the U.S. are indications that China's growth is also slowing. The country reports its first quarter gross domestic product results on Friday. Beijing lowered its growth target last month to 7.5 percent.
There are fears that high energy prices could also weigh on growth. On Wednesday, benchmark oil for May delivery was up $1.56 cents to $102.57 a barrel in electronic trading on the New York Mercantile Exchange.
Earlier in Asia, Tokyo's Nikkei 225 fell 0.8 percent to close at 9,458.74 after dipping earlier in the day to its lowest level in about two months. Hong Kong's Hang Seng dropped 1.1 percent to 20,140.67 and Seoul's Kospi edged 0.1 percent lower to 1,994.41.

Property owners in Downers Grove will have to pay what could amount to hundreds or thousands of dollars more every year after the village council voted Tuesday to impose a stormwater utility fee despite opposition from businesses, non-profit groups and others.
Under the plan, all property owners ? including businesses, schools, churches and non-profits ? will be charged a monthly sum beginning in 2013. The fee will be collected to pay for culverts, storm sewers and detention ponds that keep flood waters at bay. Only Commissioner Bill Waldack voted against the measure, which passed on a 6-1 vote.
Before Tuesday?s vote, the new fee was blasted by several residents, in addition to the Downers Grove Area Chamber of Commerce and Industry. Laura Crawford, president of the business group, told the council the new fee will drive up the price of consumer goods, harm economic development and tarnish the village?s business-friendly reputation.
?This utility has the potential of diminishing what we?ve come to accept as Downers Grove amenities, changing the character of Downers Grove,? Crawford wrote in a recent in a letter to the council. Her sentiments have been echoed in recent months by many church groups, as well as the Downers Grove YMCA.
It will come with a number of costs, Crawford wrote, ?but none of these costs will compare to the loss of good will in our community.?
The monthly amount that will be charged varies depending on each lot. But, in general, property owners will be charged $8.40 a month for every 3,300 square feet of land covered with a roof, parking lot or other surface that can?t absorb water, according to records. ?The bigger the roof or parking lot, the more runoff is generated and the greater the fee.
Initial estimates projected yearly increases of 15 percent a year for the next ten years, according to records. But the actual amount is uncertain because the council amended the proposal before Tuesday?s vote to spread the hikes out over a 15 year period.
School districts in the area, as well as the Downers Grove Park District are eligible for credits that could alleviate a substantial portion, if not all, of their bill, said Village Manager Dave Fieldman. Businesses and homeowners could also be eligible for a fee reduction if they make drainage improvements on their own.
Mayor Martin Tully, who has been a staunch backer of the utility, conceded that there are some downsides.? But he said residential property owners currently shoulder the majority of the burden for stormwater projects, while businesses and non-profits don?t pay a fair share. Village officials have said they plan to cut property taxes if the fee is passed.
Meeting ?EPA clean water mandates, reducing flooding in addition to a backlog of needed maintenance to the streams, collection ponds, storm sewers and culverts have placed monetary demands that are outstripping the amount budgeted for such improvements, Tully and other village officials have said. Either way, a new fee of an increase in property taxes was needed to pay for the projects, they have said.
?Any time you do something different or new there is going to be a discomfort level with it. ?It?s easier to do things the old traditional way,? Tully said. ?I?ve been convinced for sometime that, if properly designed for Downers Grove ? this is, on balance, a superior way of paying for stormwater infrastructure and maintenance costs.?
At least nine Illinois towns have approved stormwater charges, according to experts familiar with the issue. In the Chicago area these include Aurora, Highland Park and Rolling Meadows.
A handful of others have considered similar proposals.
Before the new fees are added to property owners? water bills in 2013, the village council will need to take further action on the measure, Fieldman said.

(Ed Reinke/AP)This calls for a toast: The United States and Brazil took a big step Monday toward protecting some of their best-known exports?Bourbon and Tennessee whiskeys and the sugarcane-derived cacha?a. Cacha?a is?the primary ingredient in Brazil's national cocktail, the caipirinha.
U.S. Trade Representative Ron Kirk and Brazilian Minister of Development, Industry and Foreign Trade Fernando Pimentel exchanged letters that launch the process of having Washington recognize cacha?a as a "distinctive product" of Brazil and Brasilia recognize Bourbon and Tennessee whiskeys as "distinctive products" of? the United States.
Kirk and Pimentel uncorked the arrangement as Brazilian President Dilma Rousseff met at the White House with President Barack Obama. When final, it will make it illegal, for example, for a U.S. company to slap the name "cacha?a" on a product that doesn't meet Brazil's standards for the potent clear liquor.The step of giving Bourbon and Tennessee whiskey "distinctive product" status?means that only products that meet U.S. standards can be sold in Brazil--a boon for domestic manufacturers, according to Distilled Spirits Council (DISCUS) President Peter Cressy.
"Brazilians are rapidly acquiring a taste for the finest American whiskeys, and today's agreement?when implemented?will ensure the integrity and authenticity of these world class drinks," Cressy said in a statement.
U.S. whiskey exports to Brazil soared 519 percent from 2001 to 2011, jumping from $517,000 to $3.2 million in sales per year, according to Cressy.
"Once the process is completed, products sold as Bourbon or Tennessee Whiskey in Brazil must be produced in the U.S. in accordance with U.S. laws and regulations. ?Likewise, Cacha?a sold in the U.S. would have to be produced in accordance with Brazil's regulations," Christine LoCascio, senior vice president of International Affairs at DISCUS?said in a statement emailed to Yahoo News.
And "if a company in another country wanted to start exporting to Brazil a product called Bourbon Whiskey, Brazil would not permit the sale of that product in Brazil. The U.S. treats distinctive products in a similar fashion," according to Nkenge Harmon, Deputy Assistant U.S. Trade Representative for Public & Media Affairs.

The Ostrowski Prize, which is for more than DKK 600,000, is awarded every other year by an international jury from the universities in Basel, Jerusalem, Waterloo and the Netherlands for outstanding achievements in pure mathematics. The prize has been awarded since 1989.
Throughout his long career, Ib Madsen has been a sought-after person on the international mathematical scene with countless lectures and residences at, for example, European and US universities. Ib Madsen is well-known as a problem-solver through the use of topological methods. At an age when many mathematicians are at an academic standstill, he solved the Mumford conjecture which deals with numerical theory but which, very surprisingly, was solved by means of topological methods.
Ib Madsen is a member of, e.g., the Royal Danish Academy of Sciences and Letters and both the Norwegian and Swedish academies, and he has been awarded numerous prizes over the years. He is also one of only a handful of Danish mathematicians to have been a plenary speaker at the International Congress of Mathematicians. Ib Madsen was born and grew up in Copenhagen, but was employed for almost 40 years at Aarhus University. In 2008, he took up a new position at the University of Copenhagen.
"He is a team player and very keen to support mathematics in Denmark. In recent years, the Department of Mathematical Sciences has been greatly strengthened, among other things through the appointment of Ib Madsen, so that the department is now world-class," says Erik Kjr Pedersen, Professor and Head of the Department of Mathematical Sciences at the University of Copenhagen.
Ib Madsen has previously been awarded an ERC Advanced Grant from the European Research Council, but, of course, continues to teach. He is married to Ulla Lykke Jrgensen and has two children, and spends his spare time listening to jazz legends such as Miles Davis, Dizzy Gillespie and Charles Mingus.

That pleasing harp like sound you hear is that of the Home Affordable Refinance Program (HARP) rebooting and retooling its rules to make it easier for homeowners to refinance, reports NASDAQ. These new rules are being called HARP 2.0 (I guess that's more appropriate than Return of the HARP).
HARP 2.0 will allow homeowners that couldn't previously refinance because they owed too much on their mortgage (called being "underwater") to go ahead and refinance at a lower interest rate.
So what are the HARP 2.0 requirements?
HARP 2.0 is for homeowners that are current on their mortgages, reports FindLaw's Phoenix Bankruptcy Law News. Being current means you can't have more than one late payment in the past year and zero late payments in the previous six months.
In addition, the loans must be owned by Fannie Mae or Freddie Mac. To check if you own a mortgage with these two, you can go to the following sites:
To determine eligibility there are a number of HARP Eligibility Calculators available out there, including at Zillow.
If you are eligible you will be able to take advantage of a number of things, including the fact that you won't have to get an appraisal or have your loan underwritten. You will also be able to kick away a number of fees, particularly where you refinance into a shorter-term loan.
As for when you need to spring into action on this, the faster the better. But the HARP 2.0 requirements allow until Dec. 31, 2013 to get your act together.
It will be interesting to see whether HARP 2.0 in Boston will lead to a new real estate boom. If at any point of the process you become confused, be sure to consult with a local attorney.

Dioncounda Traore, set to become Mali's interim president, is a 70-year-old mathematician who described himself as a "political leader" but not a "politician."
Traore was chosen to oversee his country's return to democratic rule following March 22 army coup that toppled President Amadou Toumani Toure.
He was once a teacher, then worked with trade unions and later entered politics, serving most recently as the speaker of parliament.
"I'm a mathematician, I was a trade unionist and I remain so in spirit," he told AFP Sunday shortly after Toure officially resigned, paving the way for army leaders to step down and for a return to democratic rule.
"For a politician, the end justifies the means, but not for a political leader," says Traore, who vows to defend "solidarity" and "justice".
Sporting a light beard and thinly-mounted glasses, Traore is expected to be sworn in as president under the terms of transitional deal signed between the ruling junta and west African leaders.
He will then be tasked with organising elections -- if possible within 40 days, according to the agreement.
